 Black Swan Lakeside Boutique Hotel: Our Top Pick

We spent two nights here and it was exactly what we needed after days of non-stop exploring. I love the five star feeling you get at big hotel chains but there is something about a boutique property that makes you feel more connected to where you actually are.
Black Swan has just 8 suites. That is it. And that is exactly the point.

It sits right on the edge of Lake Rotorua with its own private jetty and a beautiful garden that rolls all the way down to the water. There is a swimming pool ( unheated, so best saved for warmer days) and two jacuzzis that were genuinely perfect in the cold weather we had. We spent more time in those jacuzzis than we planned.

One evening we just sat in the garden and watched the sun go down over the lake. One of those moments where everything slows down and you stop thinking about what is next.

The conservatory lounge is a highlight, a bright glass-walled sitting room filled with books, complimentary Whittaker’s chocolate on the table, and lake views from every angle. Grab a coffee, sink into one of the armchairs, and stay there longer than you planned.
Breakfast is made to order and worth adding to your room when you book. Eggs Benedict, pancakes, choice of eggs, freshly baked croissants, yoghurt, muesli, coffee and beverages. Do not skip it.

Prices start from around $300 a night averaging $600 plus. If you want a grand lobby and big hotel energy, this is not it. If you want to feel like you have the lake to yourself with staff who genuinely look after you, this is exactly it.

Other Boutique Options Worth Knowing

We have not personally stayed at these but based on guest reviews and research, they are worth knowing about if Black Swan is not available or not the right fit.

Koura Lodge : Rated 4.6 on Google and consistently praised for warm hospitality. Also lakeside on Kawaha Point Road, just minutes from Black Swan Boutique Hotel: 8 rooms, lakeside hot tub, sauna, kayaking and free cooked breakfast included. Guests on their honeymoon have called it one of the best experiences of their trip. The hosts run it personally and that shows in every review.

On The Point Lake Rotorua: Rated 4.9 on Google, one of the highest rated stays in the entire Rotorua region. Set on a private peninsula with uninterrupted lake views, private hot tubs in some suites, and hospitality that gets mentioned in almost every single review. If budget is not a concern and you want something truly special, this is the one. Starts from around $575 a night.

Hana Lodge: Rated 4.7 on Google. Set in the hills of Hamurana, about 15 minutes from the city centre on 15 acres of landscaped grounds with bamboo forest pathways and lake views. 13 rooms, pool, spa, sauna, tennis court and a restaurant with garden views. They run a Saturday High Tea from 11am to 3pm, worth looking into if you are visiting on a weekend. However, check recent reviews before booking that specifically as feedback has been mixed. A good option if you want complete seclusion from the city.

Pullman Rotorua: Five Star in the City Centre

After talking to travellers through our planning calls, one thing comes up again and again, most people just want the comfort and familiarity of a big hotel. And honestly, that is completely valid. Sometimes you just want to know exactly what you are getting.

Pullman Rotorua ticks every box, right in the city centre, polished rooms, reliable hospitality, and that five star feeling you know exactly what to expect from.

Other Mid Range to Luxury City Centre Options

Novotel Rotorua Lakeside: generally strong reviews across the board and a great location. One consistent note in reviews is that the dining is not its strong suit so I would not plan to eat here but for a comfortable central stay it looks great.

Millennium Hotel Rotorua: a 4.5 star hotel steps from Government Gardens and just minutes from the Polynesian Spa. 227 rooms with lake or garden views, heated indoor pool, spa tubs, day spa and free parking. A solid mid range to luxury option if you want facilities and location without boutique pricing. We have not stayed here personally but reviews consistently praise the cleanliness, friendly staff and location.

Rydges Rotorua: centrally located in the heart of town, Rydges Rotorua is a reliable mid-range option with good amenities and easy access to the main shopping and dining areas of the city center. That said, recent reviews have been mixed so I would only consider it if the other options on this list are fully booked.

Jetpark Rotorua: is a great option in this range too.

Holiday Parks: The Best Value Option in Rotorua

If you are asking where to stay near Rotorua without blowing your budget, holiday parks are the answer.

Top 10 Blue Lake Holiday Park: Our Personal Pick

This one surprised us. It is only 12 minutes from Rotorua city centre but the moment you arrive it feels like you have driven far away from everything. The lake is stunning, crystal clear water, completely peaceful, playful ducks, and the kind of setting that makes you want to stay an extra night.

Being a Superior Top 10 park means the options are genuinely good across all budgets. Cabins, glamping tents, chalets, powered and non powered campsites, and motel units that run around $200 a night. Whether you are in a campervan, a tent, or just want a simple room near the water, this park covers it.
There is a hot tub on site which we loved. One thing to know, the kitchen facilities are more basic than some other Top 10 parks we have stayed at. But they let you borrow utensils from reception.

If you want value and a beautiful setting without paying boutique hotel prices, this is your pick.

Other Holiday Parks Worth Considering

Tasman Holiday Parks Rotorua: right in the city centre, 1km from the CBD and walking distance from Kuirau Park. Recently refurbished so the facilities feel fresh, geothermal hot pools, heated pool, multiple kitchens, communal lounge with Netflix and a fireplace, kids jumping pillow. One reviewer who road tripped the entire North Island said this was the best holiday park they stayed at on the whole trip. That says a lot. We have not stayed here personally but the reviews are consistently strong across the board.

All Seasons Holiday Park Rotorua: about 10 minutes from the city centre and set on three hectares so there is genuine space to breathe. Heated indoor and outdoor pools, hot tub, tennis court, convenience store on site, and a dinosaur themed playground that kids absolutely love. The lake is a short walk away. Reviews consistently mention how clean it is and how good the management is. A solid option if you want more room and a quieter base.

Rotorua Thermal Holiday Park: thermal pools on site. In a city built on geothermal activity, that is genuinely worth something. If soaking in hot pools without driving anywhere is on your list, staying here just makes sense. Check current reviews before booking.

Freedom Camping in Rotorua: What You Need to Know

Freedom camping in New Zealand has changed. From 7 June 2026, you must have a certified self-contained vehicle with a valid green warrant to freedom camp anywhere on public land. Fixed toilet, proper wastewater storage, the works. No warrant means no camping and a $400 fine is not worth the risk. Rotorua has three designated freedom camping spots. All free, all first come first served, and all limited to 2 consecutive nights per calendar month.

Hinemoa Street: Government Gardens

Right opposite the Polynesian Spa. It does not get more central than this in Rotorua. 17 spaces, self-contained only, and no facilities on site but there is a public toilet nearby which helps. Get there by 3pm. Earlier on weekends. It fills up and once it is gone it is gone. It can get noisy being right in the middle of town but honestly the location makes up for it if you want to walk to everything.

Hamurana Reserve

About 20 minutes from the city centre on the shores of Lake Rotorua. The surroundings are genuinely beautiful, peaceful, green, right on the lake. This one actually has facilities too, public toilets, drinkable water tap, a food prep area and a BBQ nearby. Only 10 spaces though and it fills up just as fast as Hinemoa. The camping spot itself is average. The beauty is in everything around it. Worth knowing before you drive 20 minutes out to find it full.

Trout Pool Reserve, Okere Falls

This is the one most people do not know about and that is exactly why we like it. Only 5 spaces, composting toilet on site, no drinking water, no signal. About 25 minutes from Rotorua centre near Okere Falls.
Because hardly anyone knows about it your chances of actually getting a spot are much higher. If you want peace and quiet away from the tourist chaos this is your pick. Just stock up on water before you head out. Also, the network was not great here.
Before you commit to any of these, check the Google Maps reviews. Other freedom campers leave real time updates in the comments, whether it is full, what the facilities are actually like right now, tips worth knowing. That is often more useful than anything you will read in a guide.

Quick Tips Before You Book

The sulphur smell is real. Every first timer notices it the moment they drive into town. It is stronger on still days and after rain. But almost everyone agrees, you stop noticing it within an hour or two. It is part of the experience, not a problem.

The wind direction changes the smell. If your accommodation is on the western or northern side of the lake you will notice it less. If you are particularly sensitive to it, mention it when booking and ask which rooms are less affected.

Do not stress about location. The best area to stay in Rotorua really comes down to your travel style, central and buzzy or peaceful and lakeside.

Book activities early in peak season. Maori cultural experiences like Mitai Maori Village and Te Puia fill up weeks in advance. The Polynesian Spa gets busy by mid morning. Do not leave these for the day before.

Black Swan Boutique Hotel books out fast. Only 8 suites and it is genuinely popular for special occasions. Book at least 3 to 4 months ahead if you have specific dates in mind.

Add breakfast to your Pullman Hotel booking at the time of reservation. It is cheaper that way and worth having.

Parking in the CBD is limited but nothing like Queenstown. Most hotels have parking on site. Confirm it before you arrive.
